THE BLACK LAKE BAND OF INDIANS BY-LAW NO. 1 - 8 8 A BY-LAW TO AMEND STONY RAPIDS BAND OF INDIANS BY-LAW NO. 1.77. BEING A BY-LAW TO REGULATE THE USE OF SNOWMOBILES WITHIN THE COMMUNITY OF BLACK LAKE, SK. WHEREAS, Section 81(b), (c), (d) and (r) of the Indian Act empowers the Council of an Indian Band to enact by-laws respecting the regulation of traffic, the observance of law and order, the prevention of disorderly conduct and nuisances, and to impose a penalty for the violation thereof; AND WHEREAS, the Council of the Black Lake Band of Indians is of the opinion that the indiscriminate use of snowmobiles is contrary to the welfare of the Band members: NOW THEREFORE, the Council of the Black Lake Band of Indians enacts as a by-law thereof as follows: 1. WHEREAS, since the enactment of By-Law 1.77 the name of the Stony Rapids Band of Indians has been changed to the Black Lake Band of Indians. By-Law 1.77 is hereby amended to delete the words "Stony Rapids" and insert in place of those words "Black Lake". 2. Section 4 of By-Law 1.77 is hereby amended to delete the words "one hundred" in line 3 and 4 and inserting the words "one thousand" in place of those words, so that Section 4 shall now read: Any person who violates any of the provisions of this by-law shall be guilty of an offence and shall be liable on summary conviction to a fine not exceeding one-thousand dollars or
