LH -23 WHEREAS: a majority of the electors of the First Nation who attended a special rx meeting of the Lac La Croix First Nation on Tuesday, June 18, 2002. The Chief and Council of Lac La Croix First Nation called a special ^ meeting on Wednesday, July 17,2002 for the purpose of considering thè^ Contents of this By-law, consented to the contents of this By-law. WHEREAS: community members of Lac La Croix First Nation were appropriately consulted with via questionnaire/survey. AND WHEREAS: the Lac La Croix Chief and Council considers necessary special measures in the regulation and control of dogs. AND THEREFORE: it is hereby enacted pursuant to Section 81(l)(c) of the Indian Act of Canada. Definitions 1) In this By-law dog means any various breeds of four-legged, flesh-eating mammals, either wild or domesticated. Licencing and Registration 2) Every dog owner of Lac La Croix First Nation must licence and register their dog(s) on a yearly basis. Licencing and Registration as follows: Male dogs-$ 25.00/year Female dogs(spayed)-$ 25.00/year Female dogs(not spayed)-$ 50.00/year. Dogs will carry identification tags. Everyone who does not licence or register their dog(s) is guilty of an offence punishable on summary conviction. Penalty of this offence is a fine of one hundred doUars($ 100.00), contrary to Section 81(l)(c) of the Indian Act of Canada. Upon conviction, the owner must pay the licencing and registration fees. Allowable limit of dogs/household 3) No household or family shall have more than two dogs residing at one residence. A third dog or more will be allowed if it is for cultural/spiritual, hunting, or similar purposes. Residents allowed over the limit must pay the appropriate fees in licencing and registration. Any circumstances which arise from going over the allowable limit, the final discretion and approval will come from the Lac La Croix Chief and Council. Anyone, without written permission from the Chief and Council and goes over the allowable household limit is guilty of an offence punishable on summary conviction. Penalty of this offence is a fine of one hundred dollars($ 100.00), contrary to Section 81(l)(c) of the Indian Act of Canada. Upon conviction, the onus will be on the owner to find a home for the dog(s) that is over the allowable limit. If a home is not found, a Peace Officer or Band Constable will seize the dog to destroy it. Dangerous/Aggressive Breeds 4) Dangerous/Aggressive breeds such as Pitbulls, Rotweillers, Doberman Pinchers, etc. will no longer be allowed on the First Nation. Dangerous/Aggresive breeds will be determined by the Chief and Council, with the consultation of selected elders. Owners who currently have these breeds will be allowed to keep their pets as long as they abide by the following guidelines. These dogs must be chained up accordingly or in a caged dog kennel. Everyone who does not properly chain or kennel their dog is guilty of an offence punishable on summary conviction. Penalty of this offence is a fine of one hundred dollars($ 100.00), contrary to Section 81(l)(c) of the Indian Act of Canada. In the event of a second violation, the dog will be seized by a Peace Officer or Band Constable to be destroyed. No liability to the First Nation 5) In the case of an attack from any dog to any person within the First Nation limits, the First Nation will not be liable in any way, shape, or form. The responsibility and liability lies with the dog(s)owner. The dog(s) will immediately be destroyed by a Peace Officer or Band Constable in the event of a attack.

Voting in favour of this By-law are the following members of Council: being a majority of those members of the Council of Lac La Croix First Nation present at the aforesaid meeting of the Council. The quorum of the Council is 3 members. The number of members of the Council present at the meeting was 3
