No permittee shall conduct or manage a bingo event in premises which have not been approved by the Chief and Council. 2. No permittee shall operate a bingo hall except in premises approved by the Chief and Council in respect of which the permittee has a written lease for use and occupancy. 3. A prize is anything given to a player at a bingo event or in connection with a player's participation in the bingo game. 24. Prizes at the bingo event shall be paid from the gross revenue of the bingo event and shall be awarded at the event. 25. Where a prize is in a form other than cash, the value of the prize shall be determined on the basis of its fair market value. 26.. No prize at the bingo event shall exceed $1,000 in value unless the Council prescribes a higher amount. 27. Unless the Council prescribes a higher amount, the total value of all prizes at each bingo event (cash and merchandise) shall not exceed: (a) In a ,bingq\hall: •’ * ^ ' , t 1 $150,000 or 60% of gross revenue, whichever is less; (b) in a premises other than a bingo hall: $7,500. 28. No person other than a permittee shall offer a prize at a bingo event. < 29. Carryover prizes are prohibited. For the purposes of this section, a "carryover prize" is a prize or a portion of a prize which is carried over and added to a prize at another permitted gaming event.

PLACE OF APPROVAL: K am loops QUORUM: F o u r The Kamloops Indian Band Council does hereby resolve that WHEREAS pursuant to the powers vested in the Council of the Kamloops Indian Band pursuant to subsections 81(1) (m) , (q) , and (r) of the Indian Act, R.S.C. 1985, c 1-5, by-laws may be enacted for, inter alia, the control or prohibition of public games, sports, races, athletic contests and other amusements, any matter arising out of or ancillary thereto, and the imposition of a penalty for violation thereof; AND WHEREAS pursuant to the powers vested in the Council of the Kamloops Indian Band pursuant to subsection 81(1)(c), (q), and (r) of the Indian Act, R.S.C. 1985, c 15, by-laws may be enacted for, inter alia, the observance of law and order, any matter arising out of or ancillary thereto, ad the imposition of a penalty for violation thereof; AND WHEREAS the Council of the Kamloops Indian Band deems it expedient and in the best interests of the members of the Kamloops Indian Band to establish by-laws for a system on the reserve lands of the Kamloops Indian Band for the fâir and equitable regulation of such games and other amusements; AND WHEREAS the Council of the Kamloops Indian Band has authority and jurisdiction to regulate and control gaming and other amusement events on their reserve lands by virtue of their existing inherent aboriginal right to govern themselves; AND WHEREAS Section 35 of the Constitution Act, 1982, recognizes and affirms the exiting treaty and aboriginal rights of First Nations; AND WHEREAS Section 207 of the Criminal Code of Canada, R.S.C. 1985, c.
