Exhibit A December 14, 1978 THE OWEEKENO BAND OF INDIANS BY-LAW NO. 1 Being a By-law to provide for the regulation of the dis­ charge of firearms. Whereas Paragraphs (c) , (d) and (r) of Section 81 of the Indian Act empower the Council of a Band to make By-laws respecting the observation of law and order, the prevention of disorderly conduct and nusances, and theimposition of a penalty for the violation thereof; And Whereas it is deemed to be expedient to control the discharge of firearms within the boundaries of Kalit I.R. #1, Kiltala I.R. #2 and Cockmi I.R. #3 for the safety and welfare of the inhibitants of the residents thereof: Now Therefore the Council of the Oweekeno Band of Indians enacts as a By-Law thereof the following: 1. In this By-law: (a) "Council" means the Council, as defined in the Indian Act, of the Oweekeno Band of Indians; 2
2 (b) "reserve" means the trails of land set apart by Her Majesty within the definition of the Indian Act, for the use and benefit of the Oweekeno Band of Indians known as Katit I.R. #1, Kiltala I.R. #2 and Cockmi I.R. #3; (c) "firearm" means firearms as defined in Section 82 of the Criminal Code, RSC 1970, C-34, and includes pellet guns, and archery bows and arrows; 2. No person shall discharge a firearm within the boundary of the reserve in a manner found dangerous or threatening to the life or property of any person. 3. Any person who violates any of the provisions of this By-Law shall be guilty of an offence, and shall be liable on summary conviction to a fine not exceeding one hundred dollars or imprisonment for a term not exceeding thirty days, or both fine and imprisonment.
