(a) No hawker, peddler o r otuer person w h o enters the reserve to buy, sell or otherwise deal in w ares or merchandise, who go from place to p l a c e or to other men r houses- on f o o t o r with any animal or b i c y c l e , motor c y c l e , a u to m o b i le o r other vehicle bearing or drawing any g o o d s , w e o r m erch a n d ise for sale shall buy, s e l l o r o th e rw is e d e a l in su ch w ares o r merchandise without p e r m is s io n in w r i t in g t h e r e f o r o f the c o u n c i l of the band o r the c h i e f t h e r e o f .
