A by-law to provide for the r egulation of the conduct and activities of hawkers, peddlers or others who enter the Bella B<lla No. 1 Indian ’ Reserve in the Province of British Columbia to buy or sell or otherwise . deal in wares or merchandise and the charging of a licence fee therefor. (a) Hawkers, peddlers and others carrying on f petty trades, or who otherwise deal in wares or merchandise, who go from place to place or to other men1 a houses on foot or with any animal or bicycle, motor cycle, automobile or other vehicle bearing or drawing any goods, wares or mer chandise for sale shall before doing business within the reserve take Out a licence and pay a fee of Five dollars therefor to the Secretary Band Council, which licence shall not be transferable and shall expire at the en$bf the then fiscal (or calendar) year and may be renewed from year to year upon the payment of the required fee. The term "hawkers, peddlers, and others" shall, in addition, extend to and include any tran sient person who solicits or takes orders for bardward, groceries, dry goods, clothing, proprietary medicines, small goods, or enlarged photo graphs from a customer for future delivery. (b) No licence shall be required by a member of the Band under this by-law. (c) Any person who violates any of the provisions of this by-law shall be guilty of an offense and shall be liable on summary conviction to a , fine not exceeding ten dollars or imprisonment for a term not exceeding seven days, or both fine and imrisonment.
