FOR H EADQ U ARTERS USE ONLY COUNCIL OF THE SHOAL LAKE BAND AGENCY prin ce Albert D istrict PROVINCE Saskatchewan PLACE Shoal Lake D A T E ^ t h September a d to 7 0 DAY MONTH YEAR DO HEREBY RESO LVE: that the Council o f the Shoal lake Ban! o f Indians at a meeting held the Fourth day o f September, 1970, make the follow ing by-law pursuant to Paragraph Nine (9 ) o f Section Eighty (80) o f the Indian Act* By-law Ho. 1 To create the position o f a Band Welfare Adm inistrator, WHEREAS i t i s necessary to appoint a Band Welfare Administrator to provide S ocia l services to our Band members who may be in need o f w elfare assistance, Therefore the Council o f the Shoal lake Band 1 . THAT the position o f Band Welfare Administrator is hereby created in accordance with the p o licy o f the Band Council expressed by resolu tion . 2 . THAT the position sh a ll be f i l le d by com petition advertised In accordance with the p o licy o f Band Council expressed by resolu tion . 3« THAT the incumbent o f the said p osition sh a ll hold o ff ic e during the pleasure o f and subject to the By-laws o f the Band Council. **♦ THAT the said Incumbent sh a ll, upon appointment, f i l e with the Band Council an indemnity bond, in a sum adequate to ensure protection o f moneys entrusted to h is care, issued by a recognized bonding company, subject to tbs premium o f such bond being paid from the Shoal lake Band Trust Account. 5* THAT the said incumbent sh a ll be paid a salary o f $**,200 per annum paid on a semi monthly b a sis . Such salary may be adjusted by Band Council resolu tion according to the increase or decrease o f resp on sib ility o f the position and that th is sh a ll be on the basis o f a 40-hour week. „

THAT the salary o f the said enovsnbent sh a ll be payment in fu l l fo r a l l serv ices required o f him and a l l fees or sa la ries o f any kind occuring to him by v irtu e o f any Act or Statute o f the Federal or Provincial Governments or o f any By-Law o f the Bank sh a ll be paid to the Shoal Lake Band and credited to the funds o f the Band. 7* THAT the duties o f the Band Welfare Administrator shall be as follow s t a) To f i l s before taking over h is duties as Band Welfare Administrator a Declaration o f Oath o f O ffice and Secrecy on Fora SL 1 . b) to attend a l l regular and sp ecia l meetings o f the Council and to report as required the a c t iv it ie s carried out by ths incumbent. e) To keep In hie o f f ic e a record o f a l l applications • decision sheets and other re la tiv e documents. d) To act as a intake worker fo r w elfare matters with emphasis on so c ia l assistance caeesj and to Interpret stash serv ices to the members o f the Shoal Lake Band} to a ssist and advise on ch ild care and reh ab ilita tion o f physical and mentally disabled persons} a ss is t in loca tin g fo s te r homes on the reserve and surrounding area} work with natural parents to strengthen homes to keep th e ir ch ildren . e) To administer by making decision s on s o c ia l assistance by preparing cheques and other documentation adequate to ju s t ify the payments o f accounts and to compile and gather s ta t is t ic s re la tiv e to Welfare Services* 3
