NOTA: L es mots “ des fonds de notre bande" doivent paraître dans toutes les résolutions portant sur des dépenses à même les fonds des bandes THE COUNCIL OF THE LE CONSEIL DE LA BANDE INDIENNE BEARDY BAND AGENCY AGENCE SASKATOON DISTRICT PROVINCE SASKATCHEWAN NOM DE L'ENDROIT / 24 « _ W D A Y - JOUR MONTH - MOIS Y E A R - A N N E E DO HEREBY RESOLVE: d e c i d e , p a r l e s p r e s e n t e s : that the Council of the Beardy and Okemasis Band of Indians at a meeting held June 24, 1971, makes the following by-law pursuant to paragraph By-Law No : 6 > 7 ? / ? 6 - 9 7 / W - / A by-law appointing David Kenneth Seeseequasis, No 3 Okemasis Band as our Band Administrator in accordance with item No. 4 of our Regulations Relating to Financial Administration of our Band. We further include in this by-law a list of duties and responsibilities of our Band Administrator: Band Administrator *1 Under the general direction of the Band Council and subject to its policies and regulations: 1. Administers the affairs and programs of the band including Public utilities, recreation, law enforcement, community planning, financial management, land registration, membership, vital statistics, band enterprises and office services; - by supervising the staff and programs; - by implementing the decisions and policies of the Council; - by submitting recommendations for the efficient operation of all programs and activities; - by co-ordinating the activities of the council committees; - by ensuring the proper maintenance, use and occupancy of buildings, equipment and works, controlled by the band. ...................................( C h i e f ' - C h e f j....................... D A Y - JOUR MONTH - MOIS Y E A R - ANNEE DO HEREBY RESOLVE: DECIDE, PAR LES PRESENTES: 4. administers the finances of the band and acts as the Band Treasurer; - by collecting, receiving and banking at regular intervals all moneys under the control of Council or held in trust; - by issuing receipts where applicable; - by keeping such books or records of accounts as required to ensure a complete and accurate record of all financial transactions, in cluding a system of budget control; (such as Recreation, School Committee and any organization which handles public band monies); - by safely keeping all funds, records, books of accounts, invoices, vouchers, receipts, and other documents or papers related to the financial operation of all organizations on the reserve, with the exception of the pow-wow club. - by submitting, at least quarterly, comparative, detailed financial statements ; - by advising the Council on all matters related to the finances of the band; - by recommending annually, an estimate of all band 'revenues and proposed expenditures under Council control; - by ensuring that all requirements of the annual audit are met; - by authorizing expenditures upon prior approval of Council. 5. Welfare Administration (Social Aid) By assisting, co-ordinating, and liaising with government and private agencies in the field of social welfare whose programs are or may be related to band members; - by assisting in the promotion of education, and employment opportunities which may lessen the need for welfare assistance. Administers the required staffing and the development of staff necessary for the prompt and efficient implementation and operation of the policies, programs, and activities of the Council and its committees; - by submitting recommendations respecting personnel regulations, manpower requirements, working conditions salaries and wage scales, fringe benefits, promotions, demotions, hiring and firing. - by disciplining employees including suspension for cause, to a maximum of two weeks, the full facts of such discipline to be reported to Council; - by ensuring the maintenance of adequate personnel records including job description and performance reviews. 1. acts as a liaison and public relations officer for the Council in matters of administration: - by meaningful contacts and dialogues with officials of the federal, provincial, and municipal governments, Indian bands and organizations and other agencies; - by counselling individual band members; - by publicizing the Council's policies and programs; - by preparing such statements, reports, and information related to these duties as may be required. !. conducts correspondence arising from or related to these duties; submits recommendations and reports related to these duties and the powers and programs of Council; and performs such other duties as requested by the Council and its committees.
