In this by-law * (a) '’Council” means the Council of the ^Tk:u c A i c ^ ^ Band of Indians; and (b) "Reserve” means the °j"Vlcwuvc.cl Indian Reserve. 2. No vehicle shall be operated at a rate of speed in excess of ,0 - P miles an hour within the Reserve. 3. Notwithstanding the provisions of Section 2 of this by-law no vehicle shall be operated at à rate of speed in excess o f ___ . miles an hour within any school, zone in the Reserve designated and marked as such by the Council. Any person who violates any of the provisions of this by-law shall be guilty of an offence and shall be liable on summary conviction < to a fine not exceeding one hundred dollars or imprisonment for a term pot exceeding thirty days, or both fine and imprisonment.
