KAHKEWISTAHAW FOR H E A D Q U A R TE R S USE O N L Y COUNCIL OF THE BAND AGENCY YORKTON DISTRICT SASKATCHEWAN PROVINCE PLACE BROADVIEW, SASKATCHEWAN ,2V THIRTEENTH SEPTEMBER 10 71 DAY MONTH Y E A S DO HEREBY RESOLVE: THAT the Council o f the Kahkewistahaw Band o f Indians, at a meeting held September 13» 19711 make the follow ing by-law: By-Law No. / TO create the position o f a Band Welfare Administrator, WHEREAS i t is necessary to appoint a Band Welfare Administrator to provide Social Services to our Band members who may be in need o f welfare assistance. THEREFORE, the Council o f the Kahkewistahav; Band ENACT AS FOLLOWS: 1. That the position o f Band Welfare Administrator is hereby created in accordance with the policy o f the Band Council expressed by resolution. 2. That the position sh a ll be f i l le d by competition advertised in accordance with the policy o f Band Council expressed by resolution. 3. That the incumbent o f the said position sh a ll hold o ffic e during the pleasure o f and subject to the by-laws o f the Band Council. 4. That the said incumbent sh a ll, upon appointment, f i le with the Band Council an indemnity bond, in a sum adequate to ensure protection o f monies entrusted to his care, issued by a recognized bonding company, subject to the premium o f such bond being paid from the Administration Grant. 5. That the said incumbent sh a ll be paid a salary o f $5»400.00 per annum paid on a semi-monthly basis . Such salary may be adjusted by Band Council Resolution according to the increase or decrease o f responsibility o f the position and that th is sh a ll be on the basis o f a 40-hour week. 2

That the salary o f the said incumbent sh a ll be payment in fu l l fo r a l l services required o f him and a l l fees or sa laries o f any kind accruing to him by virtue o f any act o r statute o f the Federal o r Provincial Governments o r o f any by-law o f the Band sh a ll be paid to the Kahkewistahaw Band and credited to the funds o f the Band. 7. That the duties o f the Band Welfare Administrator sh a ll be as follows* a) TO f i le before taking over his duties as Band Welfare Administrator a Declaration o f Oath o f O ffice and Secrecy on a form prescribed by the Band Council. b ) lb attend a l l regular and special meetings o f the Council and to report as required the activ ities carried out by the incumbent. c) To keep in his o ffic e a record o f a l l applications, decision sheets and other re la tive documents. d) To act as an intake worker fo r welfare matters with emphasis on soc ia l assistance cases? and to interpret such services to the members o f the Kahkewistahaw Band? to assist and advise on child care and rehabilitation o f physical and menta lly disabled persons, assist in locating foster homes on the reserve and surrounding area; work with natural parents to strengthen homes to keep th e ir children. e ) To administer by making decisions on socia l assistance, by preparing cheques and other documentation adequate to Justify the payments o f accounts and to compile and gather sta tistic s re lative to Welfare Services. 3

KAHKEWISTAHAW FOR H E A D Q U A R T E R S USE O N L Y COUNCIL OF THE BAND YORKTON DISTRICT AGENCY SASKATCHEWAN PROVINCE PLACE BROADVIEW, SASKATCHEWAN THIRTEENTH SEPTEMBER in 10 71 DAY MONTH Y E A S DO HEREBY RESOLVE: f ) That the Saskatchewan Assistance Plan, as adopted by the Federal Department o f Indian A ffa irs and Northern Development, sh a ll be the c rite r ia basis fo r the issuing o f Social Assistance. g ) To cooperate with Social Services o f the Department o f Indian A ffa irs and Northern Development and obtain their advice on matters in which c learly defined po lic ies are not availab le . h) To co-operate with other agencies dealing with the Kahkewistahaw Band, including Provincial and Federal Government agencies such as w elfare, health, guidance, placement, economic development and education and other non—government agencies engaged to provide benefits or service to the Indian people o f the Kahkewistahaw Band. i ) To assist Band members in the completion o f applications and other re lative matters such as Old Age Assistance, Family and Youth Allowance, Unemployment Insurance, Workmen’ s Compensation, etc. j ) lb acquaint himself with a l l the provisions o f the Indian Act, the Saskatchewan Provincial Welfare Act and any other act o f the Federal or Provincial Governments. k) To perform such other duties as assigned to him by resolution o f the Band Council.
