The Coun cil of the Blood Band of Indians, at a m e e t i n g held the .:Jl_________ day of July_______, 19 7 7 > makes the follo w i n g b y l a w pu r s u a n t to par a g r a p h s (a) and (r) of Sect ion 81 of the Indian Act: B y l a w No. 9 A by l a w to p r ovide for the d i s p o s a l of garbage and wa ste w i t h i n that p o r t i o n of the Blood Indian Reserve, in the P r o v i n c e of Alberta, as shown on the Plans h ereunto anne x e d and c ommonly k n o w n and h e r e a f t e r r e f e r r e d to as the ” Standoff, M oses Lake and L a vern C o m m u n i t i e s . ” (a) No pers o n shall w i t h i n the d e s i g n a t e d c o m m u n i t i e s a c c u m u l a t e or perm it to be a c c u m u l a t e d upo n land in his p o s s e s s i o n or de po si t or a c c u m u l a t e on the land in p o s s e s s i o n of another p e r s o n an yt h i n g w h i c h is or may be o f f e n s i v e or injur i o u s to health. (b) No p e r s o n shall, w i t h i n the d e s i g n a t e d c o m m u n i t i e s depo sit any dead animal, offal, fish, manure, garbage, fruit, v e g e t a b l e s , ni gh tsoil, filth, liquid waste, or a n y t h i n g of a na t u r e w h i c h is or may become o f f e n s i v e or p r e j u d i c i a l to heal th upon or into any highway, street, road alley, lane, lot, ditch, river, stream, wells, or sewer, or onto any of the said land or p r e m i s e s w i t h i n the r e serve and any such deposit shall be deemed a nuisanc e, provided, however, that the p r o v i s i o n s of this p a r a g r a p h shall not appl y to the deposit and proper d isposal of any such m a t e r i a l into or at a place w i t h i n the said p o r t i o n of the r e s e r v e a p p r o v e d by the Co uncil for that purpose. (c) The C o u n c i l may a rrange for the regu lar removal of g a rbage and w a s t e from any p r e m i s e s w i t h i n the d e s i g n a t e d communities. Such re mo v a l shall be at the e x. p eu.se of the person f a iling t o c o m ply with this bylaw. (d) In the spring of each year as soon as the m e l t i n g of snow p e rm it s the person in possession of any premises within the designated c o m m u n i t i e s shall collect all waste m a t t e r lying t h ereon i n c l u d i n g tin cans, bottles, paper and animal manure. (e) All such was t e shall be dis p o s e d of in such a m a n n e r as will p r ev en t any n u i s a n c e of o f fense as the f o uling of wells and water supply. (f) Any p e r s o n who v i o l a t e s any of the p r o v i s i o n s of this b y l a w shall be guilty of an offe n s e and shall be liable on summ ary c o n v i c t i o n to a fine not e x c e e d i n g ten dollars or i m p r i s o n m e n t for a term not e x c e e d i n g seven days, or both fine and i m p r isonment.
